Civil War Artillery Fuze????

I dug up three of these this week and have no idea what they are. After looking on the net for a while I began thinking maybe they were part of an Artillery shell. The piece sticking out appears to be copper. I am not sure what is on the sides that is peeling off but it does not seem to be metallic. I have recently found musket and pistol balls in the same area. Any help identifying this piece would be greatly appreciated.
