Non-standard German ID disc

Has anyone seen a German ID disc like this one? It is brass or possible copper and is roughly the size of a half dollar. The obverse reads "ADM. CENT. ARMEE TUNIS" and the reverse reads "1938 1412". I assume it means Administration Center for the Army stationed in Tunis (Tunisia) and likely from the early North Africa campaign of WW2. If anyone has any additional info on this, I would really appreciate it.

Its French

The blanc at least is a very typical pre WW2 French tag- generally worn on the wrist as a braclet./ the 1938 refers tot he call up year - i.e. when the guy graduated High school and entered the army for his military service.

I will ask one of my French military guru's if he can shed any more light.
