Looks like you might have what is referred to as a Louisiana state seal (sideways pelican) button. The casting of the button is not civil war period unfortunately.Hope this helped
 
Hello Craig,
Your button appears to be a solid cast button. The solid cast buttons were reproductions. I think they were made in the 1940's or 1950's......I may be a bit off on the dates but it is for sure Post War.
