Default Help with Relic Origin

Here's an interesting relic that I need help with its origin.

I believe its a Flagstaff for a flag pole (dug by the previous owner in the East Tennessee region).
Specs are 1.5 inc. tall x 2.25 inc. wide.

The wording "Quality First" and "The Crane & L Reed MFG Co. " appear on the base.

Any input as to the origin of the piece would be greatly appreciated - i.e is it GAR of Confed., and did the The Crane & L Reed MFG Co exist and if so where.
