I did an internet-search for you, seeking the name H.W. Elliott and Estill Missouri. It turned up info that H.W. Elliott was a wealthy cattle-breeder in the Estill MO area in 1890 ...so, your tag is most likely a cattle-tag from one of Mr. Elliott's herd of prize-winning Angus cattle.
