Relic found in Slave Quarters. Help ID.

I found this relic lying around an old slave cabin and am wondering what it is. I'v seen it before but I don't understand what it was used for. Please help.

That is a pair of scissors. How old it is, I don't know.

Actually, a type of gardening shears. Not extremely old, because I've got one almost identical to yours out in the tool-shed.
