What the French do (and I have helped them with this) with WW2 live rounds is drill a hole into the side of the round near the base. Then pour put the powder. Some then soak the empty round to destroy the primer.
Then they save the powder and on special days (like the 4th of July) throw it on a fire and watch the show.
